A cobalt-60 teletherapy source that had sat unused in storage in Ciudad Juarez was broken open in late 1983, and thousands of small radioactive pellets went into a scrapyard, then into foundries, then into rebar and table bases that shipped across Mexico and into the United States. Nobody reported a lost source. The contamination surfaced in January 1984 only because a truck set off fixed radiation monitors at Los Alamos. What the record supports
The device was a cobalt-60 teletherapy head bought years earlier by a private medical center in Ciudad Juarez and never put into service. It sat in storage, the Mexican regulator was not properly notified of it, and the source spent years outside any inventory anyone was checking. Dates differ, since the health physics museum maintained by ORAU puts the removal for scrap in November 1983 while other summaries, including Johnston’s Archive, give 6 December 1983 for the source being broken open. It held metallic pellets roughly a millimeter each, and the count usually published is about 6,000.
On activity, Johnston’s Archive gives over 400 curies and Mexican reporting has cited 450 curies as of February 1984, while the same reporting gives about 3,000 curies for the original 1977 loading, which does not reconcile with the 5.27 year half-life of cobalt-60, so use only the figure for the time of the accident and name the source. The dispersal is reported the same way everywhere: the capsule was perforated, pellets spilled into a pickup bed, and the unit went to a scrapyard where lifting magnets scattered the rest into the scrap stream. Published readings for that truck differ by more than an order of magnitude and I will not average them, since ORAU gives roughly 50 roentgen per hour near the cab while summaries citing Mexico’s Comision Nacional de Seguridad Nuclear y Salvaguardias report figures approaching a thousand roentgen per hour.
How it was found, and how the story gets told
On 16 January 1984 a truck carrying rebar made from that steel set off fixed monitors at Los Alamos, and how it got there is where the record splits. Johnston’s Archive, the ORAU museum and later news accounts describe a wrong turn past a monitored gate, while text from the NRC inspection manual quoted by ORAU says Region IV was told on 17 January that Los Alamos had found radioactive rebar in a shipment mistakenly delivered to the laboratory. I cannot resolve that from the published material.
Every version agrees the detection was inadvertent, that the monitors were there for the facility’s own purposes rather than to screen commercial steel, and that it came roughly six weeks after the source was opened. Johnston’s Archive records five more trucks stopped at an El Paso crossing the same day and notification to Mexican authorities on 18 January. The usual retelling adds color that traces to a single account, so treat it as unverified narrative. The record does not need it: a high-activity source left control, was destroyed, moved through commerce, and was found by an instrument not looking for it, and no loss report was filed.
The monitors that caught this were not part of any program for screening commercial goods, and nothing between the storeroom and the construction site was designed to notice a missing source. When detection depends on an accident, detection time is set by luck, and luck here ran to six weeks and thousands of tons of product.
Where the steel went
Two manufacturers appear in nearly every account, Aceros de Chihuahua, which made reinforcing bar, and Falcon de Juarez, a maquiladora making metal table bases. The NRC manual text notes the American shipment came from a Mexican supplier through a broker in Phoenix, which shows the shape of the problem, since the distribution list investigators had to rebuild was an ordinary commercial one.
Quantities differ and I will give the spread. English language summaries commonly cite about 6,000 tons of contaminated rebar across 17 Mexican states, while accounts drawing on Mexican figures give about 6,600 tons of rebar and roughly 30,000 table bases. Johnston’s Archive estimates 500 to 931 tons entering the United States, records a St. Louis manufacturer recalling about 2,500 castings from 40 states, and records 109 houses in Sinaloa demolished. That last item separates this from a spill, since the contamination was built into buildings by people doing their jobs correctly.
Recovery, and the part that never ends
The emergency phase moved quickly once notification was made, with the scrapyard closed, foundries surveyed, the pickup secured and product traced through buyers. The Department of Energy assisted with aerial survey work in March 1984 that found contaminated locations ground searching had missed. A regulator with legal authority, a laboratory with instruments and an aerial platform is the standard shape of a radiological search, and no county owns it.
Material was consolidated at a site in the Samalayuca desert, and figures attributed to CNSNS in later summaries include roughly 2,930 tons of contaminated rebar, 1,950 tons of contaminated scrap and about 29,191 tons of contaminated soil, slag and plaster. The dirt outweighs everything else by roughly a factor of five, which is the general rule, since the mass you manage afterward is ground and process residue rather than source or product. Later Mexican reporting and a 2004 analysis attributed to the National Autonomous University of Mexico criticized the storage of that waste, which is published criticism and not a current condition.
Orphaned and disused sources as a hazard class
An orphan source, in IAEA terms, is one not under regulatory control, either because it never was or because it has been abandoned, lost, stolen or transferred without authorization. Disused is a separate and more common state, meaning a source still legally held but no longer used, and the Juarez unit spent years there first. The transition happens quietly, when a clinic closes or the person who knew what was in the back room retires. The class takes in irradiators, radiography cameras, well logging sources and fixed gauges, nearly all inside heavy shielding that makes the device look like valuable scrap.
It has repeated. In 1987 in Goiania, Brazil, a cesium-137 teletherapy source left in an abandoned clinic was broken open and dispersed, and the IAEA report on that accident records four deaths and screening involving many thousands of people. In 1998 a cesium-137 source was melted at a steel plant near Algeciras in Spain, and the release was detected by monitoring networks in other countries before the plant knew what it had done. These events happen in the gap between the last use of a source and the day it is properly disposed of, a gap that can run for decades and costs a licensee money to close. If you have licensees sitting on a device nobody operates, point them at the state radiation control program and the federal recovery program.
How scrap moves and where the monitors sit
Scrap moves for speed and volume, from peddlers and demolition contractors to small yards, then to processors and shredders, then to the mills that melt it, so anything mixed into that stream is distributed as efficiently as the metal. Once a source enters a furnace the material partitions into the metal, the slag and the baghouse dust, and a mill that did nothing wrong owns a contaminated product, a contaminated waste stream and a contaminated facility.
Monitors therefore sit at scrapyard gates, mill charge bays, landfill scales and ports of entry, and Customs and Border Protection now operates radiation portal monitoring at land ports on a scale that did not exist on the southwest border in 1983. The principle is layering, since the yard catches what a peddler brings in and the mill catches what the yard missed, and after the melt no monitor remains. A portal gives an alarm and not an answer, because a rise in count rate can mean an orphan source, naturally occurring material in fertilizer or ceramics, or a patient who had a nuclear medicine scan that morning, so resolving it takes a handheld identifier and someone trained to use it.
An incident with no report and no scene
Our planning assumes an incident announces itself, with a caller, a location and a perimeter that can be drawn. This kind arrives differently, as a call from your state radiation control program saying product from a business in your county tested positive, or an alarm at a facility you did not know had monitors, or an emergency department asking about a burn nobody can explain. There is no scene until you go make one, and the early work is investigative, running on invoices, bills of lading and route sheets. Local government contributes access control, logistics for the regulator’s field teams, and documentation of who was at which location and for how long, because that record feeds dose reconstruction later.
The call list should already be in your plan. In most states the first call is the state radiation control program, which sits in the health department and holds authority over material licensees, and for events under NRC jurisdiction the NRC Operations Center takes notifications around the clock. The Department of Energy and NNSA Radiological Assistance Program maintains regional teams that deploy to advise, monitor and search, and any sign of theft or tampering puts the FBI weapons of mass destruction coordinator into the notification. Verify those contacts with your state emergency management agency, and settle in advance who speaks publicly, because most callers will ask whether their house or their own body is affected.
Contamination and exposure, at awareness level
The distinction that governs these events is between being exposed and being contaminated. Exposure, or irradiation, means gamma radiation passed through a person from a source outside them, and that person does not become radioactive and cannot make anyone else sick. Contamination means radioactive material is present on skin, clothing, a vehicle or the ground, where it can spread by contact or be inhaled or swallowed. Juarez had both, since loose pellets in a truck bed were contamination while people standing near that truck were irradiated by a source they could not see, smell or feel.
Steel is a third case, because cobalt-60 melted into a heat of steel is spread through the metal, so the rebar irradiates whoever is near it and does not rub off. On dose I will give the range and name the sources. ORAU states that at least four people received exposures in the range of several hundred rad and that two scrapyard workers became sterile, possibly permanently, with no acute deaths. Johnston’s Archive records that in February 1984 Mexican authorities reported three or four people with doses of 100 to 450 rem, while secondary accounts put roughly 4,000 exposed at some level, an estimate of population exposure rather than measured dose.
For responders the awareness rules are short. Radiation is detected by instrument and not by sense, so an instrument is not optional, and time, distance and shielding are the whole protective strategy. Do not touch, move or pocket anything that might be a source, isolate the area, back people away and get a technical resource moving early. A patient who was irradiated is not a hazard to the crew, while a patient with loose contamination is managed by containing it, removing outer clothing and washing, under technical direction. Nothing about acquiring, opening or moving a sealed source belongs in a public article.
